Submission and receipt
The whole flow, both halves: the host's recipient catalog with addresses, the editor's recipient choice, and the visitor's path — describe the fault, review the answers, submit and get the receipt. Nothing is actually sent anywhere.
Recipients are set up by the publisher, once, on The recipients. The address stays there.
The recipient is the editor's choice, made in the editor — a visitor never picks one. The selector here plays the editor, so both outcomes can be seen: the receipt, and the honest failure of the receiver that rejects.
